Those settings all look okay. There's a couple of options here - either
xvid has decided that it has reached the maximal quality with a lower
bitrate than you've set, or something's gone wrong and it's not encoded
correctly. If the video quality is not as good as you'd expect, then
I'd recommend checking the transcode commands used by dvd::rip
(Debug/Show Transcode Commands) and running them manually. If this
gives you the same results, then you're best asking on the transcode
mailing list, giving the commands run and any output messages.
