0755 is not enough, it need to have the user s-bit set. Execute as root:

  chmod u+s /usr/sbin/fping

to fix this.

Gratz. Opened a bug report on gentoo's bugzilla to have the ebuild changed appropriately and set the s-bit automatically when dvd::rip is built with the fping use flag.
